Come and get acquaint-! _ IS REPLACING THE — | BERTILLON SYSTEM The Finger Print System of Identification Is Rapidly Being Installed, While the Old Bertillon Measurement System Is Being Discarded THERE ARE NO TWO FINGER PRINTS ALIKE The Science of Finger Prints Brings Many Criminals to Justice Many Identification Bureaus which have previously used the Bertillon System are now using the Finger Print System because it is simple in operation, more efficient and reliable, and less costly to install than the old measurement system. One of the great advantages of the Finger Print System is that the ridge patterns on the fingers are the same from birth to death, while the Bertillon System of bodily measure- ments could only be used after the person was full grown. Bodily measurements change with growth, but finger prints never change. Photographs or bodily measurements do not provide sure means of identification. Photographs cannot be relied upon because age, living conditions, and disease all have their effect upon the person’s appearance. There have been cases where different persons appeared so much alike in every respect that they could hardly be told apart. Their features, height, and other measurements were practically identical, but their finger prints clearly and positively dif- ferentiated them. That the records of finger prints are far more reliable than the measurement system becomes obvious. to the reader when he considers that the dimensions of the body change with the course of growth, while the ridge pat-| terns of the finger prints positively never change. Measure ments and features will change with age, whereas age does not affect the ridge patterns. The Finger Print System, which is an exact science, pro-| vides a perfect method of locating finger print records on file, and it is likewise an invaluable aid in identifying criminals who have unconsciously left finger impressions at the scene of the crime. ' Many criminals have been convicted on Finger Print Evi-| dence. The oily substance or perspiration which covers the surface of the fingers usually leaves telltale impressions on) smooth or polished surfaces. These invisible impressions are, the clues which the Finger Print Expert looks for when he} arrives at the scene of a crime. After an impression has! been found, it is developed, photographed, and compared with! that of the suspect. If impressions found are identical with) those of the suspect, it positively proves that he was on the} premises, for no other hand but his could leaye behind exactly; the same impressions. The usual result is that this person is |charged with the crime and the finger prints are held as \evidence against him. Finger Prints found at the scene of the crime are devel- | joped, photographed, and enlarged so that the identical char= jacteristics can be pointed out. hese Finger Print Exhibits are used in Court as evidence | Ito prove that the prints of the defendant are identical with | a (6) WEBI ia wits those found at the scene of the crime. One print would be |sufficient to establish a person's identity, Finger Prints are accepted as reliable evidence by Court 'Of the many millions of finger prints taken, no two prints fhave been found exactly alike. All doubt of the practicability of finger prints as a method of identification has been swept ‘away, and now the Finger Print System is recognized as the ‘most positive means of identification. Although the use of finger prints has previously been con- fined to Police Departments, Army and Navy Departments, etc., they are now being used by Civil Service Commissions, Banks, Trust Companies, and other Corporations to protect themselves against impersonations, Leading authorities adyo- leate universal finger printing, When the fact that there were over 40,000 unknown dead buried in one year is considered, ithe benefits that would be derived from universal finger print- ing can be readily seen, as more than 90% of these persons would have been identified and their relatives and friends notified. The Finger Print System has performed wonders, but the marvel of the system is that the only requirement for pro- ficiency is ordinary intelligence.
