More than 250 committeemen and extension agents from 10 Missouri Slope counties attended the two-day Bismarck meeting at which state leaders and district officers explained details of the 1938 soil conservation Program. With him, police said, were his mis- tress and a third suspect. Judi- ciary police first had announced their capture, but later changed this to say the three had fled their hotel at Nantua Thursday night. The trio fled by automobile, police said, after a mysterious telephone call to their apartment, leaving all their baggage behind. Authorities identified the alleged leader of the band that sought to build an efficient, profitable business on kidnaping and death as Roger Million, a Frenchman. His mistress, Police said, was a blonde French- woman, Authorities believed Million was the Mann, 29-year-old German ex-con- vict, as killer for the gang. Weldmann has confessed killing Miss De Koven and four men, one of them a member of the supposed syndicate in crime. Their hotel was surrounded by po- lice in the early morning, and their arrests were announced. When in- spectors entered: the building, how- ever, the trio had Wiedmann said he strangled the first victim, Miss De Koven, to get money for food.
