Ad- vantage Over Britain, But Analysts Differ THREE STATE SOIL CONSERVATION AREAS ‘Impudent Clowns’ ee | 'Sacenteirs Named for McKen- zie, Slope-Hettinger, Kid- der Districts Charters of three soil conservation districts in McKenzie, Slope-Hettinger. and Kidder counties laid the ground- work Friday for a program of cor- rective measures in controlling wind erosion and water and soil conserva- tion, Corporate charters for the govern- mental subdivisions were issued by Secretary of State James D. Gronna under a 1937 law. Meetings with district supervisors are being held this week, said A. D. McKinnon, state director. visors are being asked to approve the work program and plans outlined by the state office for submission to Washington authorities. When finally approved, headquart- ers will be opened at Alexander, New England and Steele, Actual field work will begin next spring, McKinnon declared. This win- ter technicians will interview farm- ers, plan crop rotation and soil and water conservation practices for each farm. Supervisors named: McKenzie dist- rict—P, A, Nygaard, Alexander; Frank W. Erickson, Charbonneau, and A. O, Arnegard, Arnegard; Slope-Het- tinger district—Theodore Monke, Re- gent; Anton Schmit, New England; and J, P. Jacobs, Havelock; Kidder district—Ross Haibeck, William Sher- }man and Joe W. Hild, all of Steele. Railroad Commission Schedules Hearings Hearings will be held Dec. 17 at Ar- gusville and Dec. 18 at Kindred on the application of the Cass County Elec- tric Co-Operative, Inc., to construct and operate rural transmission lines in Barnes, Traill, Richland and Cass counties, Representatives of the state rail- road commission will take testimony on these and three requests of rail- roads on which hearings are set! By DEWITT MacKENZIE (Associated Press Foreign Affairs Writer) New York, Dec. 10.—The Anglo- American horse-swappefs are prepar- ing for hard bargaining when Eng- land and the United States negotiate that projected trade pact. Already sufficient differences of m have developed to make it clear that it will require a good deal Of dickering to reach an agreement. That isn't to say grave obstacles have appeared in the way of thus furthering Secretary of State Cordell Hulls dream of achieving world- peace by lowering international tariff barriers. Should Favor England The latest bit of pre-conference propaganda comes from Londan. The Association of British Chambers of Commerce says that the United States should give Great Britain concessions three or four times as valuable as those given the United States. Says the chamber: “As the United Kingdom purchases from three to four times as much from the United States as the United States purchases from the United Kingdom, the approximate value of the concessions to be secured from America should be three to four times the value of those granted to Amer- ica.” It is true that from one angle we seem to have some such advantage, but read this from the widely quoted London publication, “The Economist:” ‘Crude Figures’ Favor U. 8. “At first sight, it is true, Great Britain appears to stand in an ad- vantageous bargaining position vis-a- vis the United States, for the crude figures of visable trade between the two countries give Great Britain a heavy adverse balance. “In the first half of the year, our imports from the United States were 47,041,000 pounds (roughly 235,000,000) and our exports of merchandise only 16,490,000 pounds, giving an import surplus. of 30,551,000 pounds, which is reduced to 23,996,000 pounds if 6,- 685,000 pounds of re-exports are ‘brought into the account. “But when ‘invisible’ items are taken into account, the balance in favor of the United States is smaller, ‘and if American trade with British oolonies is included, then the balance of payments becomes slightly adverse #0 the United States.” Can Start from Scratch If we accept this friendly view of ‘The Economist, it would appear that from the standpoint of trade bal- ‘@nces, the forthcoming parley can g@tart fairly well from _ scratch. Mlowever, the big issues likely ‘will re: volve about the imperial trade agree: ments made at Ottawa some five years ago, whereby England created tariffs giving heavy preferential J. M.
