RICHARDSON Washington, Nov. 23—(?)—State department officials cited figures Tuesday designed to show that the reciprocal trade program was respon- sible for a substantial part of the in-; crease in this country’s foreign com- merce in 1936 and 1937. Reciprocal agreements, exchanging mutual tariff benefits, are in effect, with 16 nations, Similar pacts are be- ing negotiated with five others, in- cluding Great Britain — America’s largest market. A commerce department analysis disclosed that trade with 14 of the reciprocal agreement countries rose from _ $1,615,968,000 in 1935 to $1,909,- 456,000 in 1936 or 18.2 per cent. Trade with all other countries in- creased from $2,714,391,000 to $2,963,- 260,000, or 9.2 per cent. (Agreements with two nations did not become operative until last summer.) For the first nine months of this year, trade with the 14 reciprocal agreement countries rose 35.2 per cent from $1,364,249,000 in the comparable 1936 period to $1,844,006,000, while with non-agreement countries it in-| creased 38.5 per cent from $2.138,954,- 000 to $2,962,730,000. The increase involved the expansion of both exports and imports In the first nine months of 1937 imports ex- ceeded exports for the first time in years.
