Kennedy's problem as director of the North Dakota WPA employment di- vision who today is recognized as the State’s largest labor employer. Kennedy ‘is responsible for all mat- ters touching employment on WPA Projects and likewise has charge of employment of relief workers on other federal agencies including the bureau of biological survey, soil conservation service and bureau of public roads. The employment chief’s rush per- jod occurred in November, 1936 when WPA strained to carry a drouth load of more than 46,000 persons working out of four district offices, Mandan, Fargo, Grand Forks, and Minot.
