CAPITAL MINIM ‘WAGE LAW LEGAL, CONGRESS IS TOLD Long Inoperative Old Statute Is Revived; FDR Suggests Amendments * Washington, ‘Apr. 6.—()—President Roosevelt sent to congress Tuesday an opinion by Attorney General Cum- mings declaring the District of ‘Col- umbia minimum wage law for women is valid asa result of the supreme court decision upholding a similar Washington state law. : ‘The court's Mar. 29 decision over- ruled its 14-year-old finding that the local statute was unconstitutional. A legal question then arose as to whether. the latter had to be re-enact- ed to become operative. The presi- dent asked the attorney general for his views. Mr. Roosevelt, transmitting the opinion to Vice President Garner and Speaker Bankhead, wrote that many developments have taken place: dur- ing the long period when the local law was inoperative. He suggested con- gress might desire to consider amend- ments. “Under these circumstances,” he| - adder, “I have suggested to the com- missioners of the District of Colum- bia that they delay, at least until the first of May, the appointment of the minimum wage board for which the act makes provision.” While not suggesting any amend- ments himself, the chief executive told a recent press conference that he favored including men, along with women and minors, in state minimum wage laws. Since the Washington state deci- sion, several states, including New York, have taken steps toward enact- ment of new minimum wage laws. . The local law became effective in 1918. During the four and a half years it was enforced, a board prescrib- ed a bottom wage for women and min- or girls in certain industries.
