Court Plan Called Threat to Judicial Independence BE SURE TO VOTE ; (An Editorial) Every citizen of Bismarck can render an important service to himself and to his community by going to the polls Tuesday and casting his ballot in the city election. Only by so doing is he living up to the obligation which the law on him. No penalties for failure to vote cite by statute but that penalties exist is un- ‘ Lassitude on the part of the electorate is notice to pub- lic officials that there is little interest in what they do. It gives them to understand they can do about as they please. And it is bad for public servants to have that idea. It is only human nature for them to take advantage of it. The total tax rate in Bismarck last year was 66.37 mills and of that total 20.81 mills was spent by the officials who are to be elected Tuesday, 18.88 under the supervision of the city commission and 1.98 by the members of the city park board. The state levy was only 4.38 mills, but the county levy was 18.63 mills and the total school levy 22.60, of which 17.86 was.a general levy and 4.74 was for interest and debt retirement.
