NEW APPROPRIATION TO PAY VETERANS IN NORTH DAKOTA SEEN Payments on Claims Rapidly Exhausts Funds Created by Legislature Since 1919 appropriation may be ‘asked of the 1937 state legislature if state payments of world war bonuses to North Dakota veterans are to con- tinue, attaches of the adjutant gen- eral’s office said Friday. Another Capt. H. A. Brocopp, assistant ad-|- jutant general, explained war records of veterans show a potential total of claims equalling $1,052,025 yet to be paid. He pointed out that amount of money may never be expended, be- cause many claims yet to be filed may be disallowed on the grounds they have been paid by other states. Also, he said, a number of veterans may never file claims. Approximately $9,000,000 has been paid out in claims since the original act authorizing payment of bonuses ‘was passed in 1919, Brocopp said. The 1935 legislature appropriated $50,000 to continue payment of claims, which is rapidly being exhausted, Brocopp revealed. Of the numerous claims which have flooded the office since the 1935 ap- Propriation, $262,150 in claims have been disallowed because investigation revealed the veterans, while residents of North Dakota had served in units originating in other states, and had received their bonus payments from those states. A total of 34,000 claims have been filed with the department with the number being increased each day. Many of the claims come from moth- ers of veterans who have died or from other relatives surviving a war vet- eran, who are eligible. Will Open Show-Card Writing Course Here Announcement that he will open a show-card writing course for window decorators and the employes of local stores was made Friday by W. W. Martin. The board recently appointed J. C. McMillan, executive assistant to Riley at Wahpeton, as acting president of the Ellendale establishment. of teachers through a normal school course should remain the “major function” of the Ellen- dale school, Riley said, “for the next few years, at least.” Members of the board of adminis- tration said the recommendations would be viewed in the light of “eventually” displacing the four-year teacher training course at Ellendale with a two-year course. This would not be effected during the coming school year, however, board members said, thus enabling those who are majoring in a four-year subject to finish their course. Has Excellent Reputation Riley pointed out the school “now has about 200 students registered in regular normal courses. The school enjoys an excellent reputation as a normal school and has done excellent work in that field. “The major portion of the students come from about seven counties in the south central portion of the state but it serves those counties efficiently and well,” Riley said. Demand for teachers from the school has again arisen, Riley ex- plained, pointing out that “all of their well-qualified teachers secured employment last year. The normal training work should be continued and the emphasis on the training of manual training and home economics teachers should be continued.” Cost per student is less at Ellen- dale than in “any other school in the state,” Riley said, “and it would be more economical to give all pros- pective college students from their territory the first two years there.” Within two years, he predicted, junior college enrollment “would reach 50 students -and after the plan was in full operation, would average about 100 junior college students.” MATTSON REELECTED Willmar, Minn., April 24.—()—Dr. P.
