& HUGE RIVER CONTROL, PROGRAM OUTLINED FOR THREE STATE Enabling Legislation to Create Authority Will Be Sought. in Northwest &t. Paul, Nov. 26.—(4)—A huge con- trol program over the Red River Val- ley streams, with an eventual expen- diture of perhaps $100,000,000, loomed as a future likelihood Tuesday be- tween three states. Authorities of Minnesota and North and South Dakota, acting on the con- nected valley problems of water con- versation, flood control, sewage dis- posal, and recreation development, got ready for the next step in a co- operative project. The three states will seek to set up enabling legislation for creation of a tri-state authority, In some respects similar to the Tennessee valley au-; thority. This would govern the Red, river basin and associated projects. To Form Committee To work out projects, legal experts of Minnesota, North and South Da- kota will be invited to sit on a com- | mittee authorized to work with state planning boards, engineering depart- ments and other agencies. Eventually, the valley program, L. P Zimmerman, Minnesota relief ad- ministrator, and ‘engineers estimated, may run to upwards of $100,000,000— at least far in excess of $50,000,000. The conference -here also urged the national emergency council for a state relief “cabinet” setup to speed water projects. Heads of relief agencies in the three states would comprise the cabinets, proposed by M. O. Ryan, Bismarck, executive secretary of the North Dakota planning board. 9 Projects Mentioned + Nine projects in particular were! immediatey action through such cabinets. Budget of the resettlement admin- istration is “insufficient to defray costs of any such expansion of cleri- cal staffs in the field,” he said. “It would take twice our budget to pay for clerical help in the country, if we | were to attempt such a temoprary | expansion.” Need Clerical Help | Faced with these twin difficulties, Wood asked civic organizations to survey their communities “to see if they cannot provide us with. addi- tional clerical help to aid us to clear these transfers.
