Pulton discussed the history of scouting, told of the progress made by the organization in the Missouri area. and explained the 10-year plan now in effect. The 10-year plan, he said, calls for the recruiting of enough scouts at the age of 12 so that at the end of a dec- ade one 21-year-old man out of four i ‘| will have spent at least four years as an active scout. Good citizenship is scouting’s chief aim, Fulton said.
