Germany Accepts Germany’s acceptance was sweep- ing and unqualified, and the note de- clared that the Berlin government was ready to sign the treaty at once in the form in which it was sub- mitted. A draft of the proposed pact was sent simultaneously to 14 nations, , in addition to France and , Great Britain, Japan, and Germany was the first to bis Inder the proposed treaty the signatory nations would “condemn recourse to war” and “denounce it as an instrument of national policy.” Further, they would agree to use only pacific means in seeking a set- tlement of whatever disputes or con- flicts might arise between them, re- gardless of their nature or origin. Penalties Provided The preamble sets forth that any signatory nation resorting to war im violation of the pact would auto- matically be denied its benefits, and that, at the same time, the other members would be freed of their ob- ligations under the treaty to the of- tending state. While the treaty itself makes no mention of self- defense, Secretary Kellogg explained in his note accompanying the drafts that the United States considers this 2 principle “inherent in every sov- vreign state and implicit in every treaty.” In its present form the pact isa modification of one submitted in April.
