MEMBER QUITS Edward P. Costigun Attacks Three of His Colleagues and Coolidge ; Washington, March .15.—(AP)— The long-smouldering fires. of dis- agreement in the tariff commission were rekindled momentarily today with the sudden resignaation of its oldest_ member, Commissioner Ed- ward P, Costigum of Denver, Colo., who simultaneously outspoken attack agi his colleagues and President Cool- idge. The last of the original Wood- row Wilson appointees, Costigun terminated exactly 11 years on the commission yesterday by tendering his resignation and taking a parting shot at the “high tariff” or “Marvin group” in the six-member body. er who two rs ago headed a com- mittee inveatigation of the. tariff body, the retiring commis long at loggerheads with t) ministration’s tariff policies, as- sailed President Coolidge for failure to lower rates when the evidence clearly demanded it and charged the “helped to wreck the usefulness.” Chairman Thomas 0. Marvin of Massachusetts, and Commissioners Sherman J. Lowell, of New York, and Edgar B. Brossard of Utah, were those against whom Costigan leveled his attack within the com- mission. Makes Serious Charges Declaring they had been “reckless on occasions in their treatment of facts and the law,” he said this group had consistently worked: for higher rates and against important reductions and that the “neanipula- tion of the commission since 1922 is but a part of the total picture of present-day Washington in an era which history may. oe summarize asthe age of Daugherty, Fall and Sinclair.” Marvin was pictured as a “tirc- less and fanatical ionis known in Washington as a tavif! lobbyist for New England protected interests.” Brossard, Costigan ass2rted, had “long been known in Washington as a political protege of Senator Smoot, who has created the impression of a biased, as distinguished from a scientific or judicial mind.” “Member of the senate investigat- ing committee,” he wrote, in further reference to Brossard, “are aware that, while testifying under oath, he ry at times to be cautiously hiding material information within his knowledge which was sought by such members. ‘ i Not a ‘Dissenter’ . Lowell was describec as lacki “equipment or for the duties sion.” and as | [eigaaeage rather tl e acted independently. He “even seems to take pride in ing his misconception of his o! respon- sibilities,” Costigan charged, add- ing that Lowell had tolc the commis- sion that he was not a “dissenting” man and would “keep still” rather than vote his, dissent in reports to the president. f Flashes of Life (By the Associated Press) New York.—Frances Alda, opera star, wife of Giulio Gatti-Gasazza, jitan impresario, is to a Lei and girl in r to make life worth while.
