The Italian of- fensive of the early summer consumed most of her reserve munitions. Italy has neither coal nor iron and must get ‘both by sea. For five months the Ital- ian military commission in Washing: ton has been struggling for American wheat, steel-and coal. That the Italian army is hampered by a serious shortage of shells in the face of the big German offensive is freely admitted by Italian officers in the United States. Captain Count Lu- cerna de Campeglioni, who arrived here. only recently, says the whole thing hangs on “Munitions, munitions, munitions,” paraphrasing Premier Lloyd George’s “Ships, ships, ships,” with real Latin intensity. Italy has plenty of men—also plenty of cannon—but not enough shells. The transfer of British and French batter ies to the Italian front, which has beer: going on for some time, is due to the Jack not of Italian cannon or artillery- men, but of shells. Britain and France have considér able reserve stocks of shells and thei: supply is being kept up, but their shells will not fit the Italian cannon To use the alied shells on the Italiar front requires allied cannon to fire the guns. The Italian shell shortage made it self felt long before the end of the recent Italian offensive, and the pres ence of 10 British ‘batteries on the lower Isonzo at that time, with a large number of French batteries above Gorizza, was due solely to the neces sity of using allied ammunition. That Italy will stop the German drive, just as she stopped the German “strafe expedition” from the Trentino early last year, is Count Lucerna’s' confident predie- tion. Investment ‘Capacity. We are going to discover through shese sales of Liberty bonds that the nvestment capacity of the United States: is beyond anything heretofore’ reamed of. Practically none of it.remained in he hands of the banks, either in the’ torm of investmént or as collateral for, sustomers’ loans. They are ‘-ealizing that the war inust be fought with future savings, that pas. savings we already invested and are in fixed forms of property that cannot be de- voted to the purposes of the war. As h&t lesson gets thoroughly into the nihds of 109,000,000 people and they begin with a will to save, in order chat they may invest, the possibilities in the way of creating fresh invest- ment funds will prove beyond the wildest imaginings of what might he try. Sensible economy practiced by the reople will not mean stagnation in ousiness. With the government seeking to buy goods and services for itself and the allies to an amount approximating $20,000,000,000 a year, there can be (a0 idleness. There can only be the most extreme activity in nearly all ines of industry. I doubt very ‘much—and I express shis only a's a,personal view—that the government will be able to spend the ‘otal appropriated. Not because it may not be needed in the promotion of the war, but because it will be im- possible to produce the goods. Imperative Necessity. There will be a most imperative ne- cessity that people analyze their ex- penditures, and buy nothing but what is needful; not so much that they may 3ave money to lend to the government, is that they must savé manpower from doing unnecessary work. All this is not going to bring stag- nation to business. The government's activities, the comblete labor employ- ment, high wages, high prices of all agricultural produce, should make up a period of intense industrial and com-' mercial - activity. Eusiness will be greater than ever before; but it will be somewhat different in character.
