We will need to under- stand road building so as not to over capitalize any stretch of roads—in other words, not to put more money into the improvement of any. strip of road than its ton mileage will warrant. We will need to know and to insist that the location of permanent roads shall be determined by the traffic they.} bear and may bear in the future-and- not by the whim or influence of some property owner or owners with an ax to grind.
