Commu- nication with England over these lines was still being maintained. No hope was held out, however, for any immediate restoration of communica- tion with Germany over the direct lines. It is tantamount to a declaration of war, but techaically diferent. The notice from the German coun- selor at Newport is practically the same as the announcement in Berlin by the German premier, in which he sought to place upon France full re- sponsibility for the beginning of hos- tilities. The notice justiies the TUnited States and other neutral countries in the issue of formal proclamations of neutrality and sets in motion all of the legal machinery necessary to em- power the German government itself to proceed as in the case of an actual declaration of war.
