The commission also recommends B8 | that it be given authority to supervise the issue of railroad securities and | some measure of control over the capi- talization. ! #| Conditions disclosed by the com- @ | mission’s investigation of railroad ac- cidents during the year present a sit- fl| uation which, the commission be- ¥ lieves, ought to be the subject of im- mediate legislation. Seventy-six accidents investigated comprised fifty-one collisions and twenty-five derailments and caused the death of 283 and the injury of 1,880 persons. NO COMPLICATIONS LIKELY Mexican Soldier Killed by Americans Opened the Fight. ‘Washington, Dec. 72f.—State de- partment officials declared that no complications would follow the killing of Luis Orozco, a Mexican federal sol- dier, by United States stroops near Presidio, Tex. The formal report of the killing made to the department stated that while dying Orozco admitted that he fired the first shot. His companions fled back to Mexican soil. Reports received here indicate that although Generai Villa has started his M| advance on Mexico City he intends to ll| leave behind sufficient force to pro- tect Chihuahua and Juarez from ex- rected attacks by the federals. Villa has guaranteed protection to all foreigners in Chihuahua who have not aided the federals. THOUSAND MEN LOCKED OUT Shoe Company at Portsmouth, 0O, Closes Its Factory. Portsmouth, O., Dec. >.—The Ex- celsior Shoe company has closed its plant, throwing more than 1,000 per- sons out of employment for an indefi- rite period. Officials of the company stated the action was taken out of sympathy for the Selby Shoe com- pany, which has been troubled by a strike among its employes. Strike leaders declare 1,200 employes of the latter company are on a strike, de- manding that a few discharged em- ployes be reinstated. Members of the United Shoe Work- ers of America are in charge of the strike. FOR MORE SAFETY AT SEA Committee Agrees on Recommenda- tions to Be Submitted. London, Dec. 2.—The committee on || lifesaving appliances, appointed by the International Congress on Safety at Sea, has agreed on its recommenda- tions to be submited to the congress in Jauuary. The principle of boats for all has been accepted, subject to the proviso proposed by the British, that where the fullest use is made of the space available for the fitting of davits, pon- jl| toon rafts may be provided for 25 per Q| cent of those aboard, and lifeboats of a recognizeu type for the remainder. #| The lifeboats may inciude a limited number of motor boats. The new | rates were decided upon after an i all-day session of the Burglary Insur- B | ance Underwriters’ association. Those 4| who met were the representatives & } here of twenty-one of the largest bur- ® | clary insurance companies in the § | country. Rate of §| was stated, were responsible for the increase. The action of the under- writers has brought New York bur- glary insurance rates up to those of Chicago, where it was declared they are the highest in the country.
