The president is deter mined to reject all the demands set forth in the latest American commu- mication and is resolved to seat the congress just elected. It congress, however, declares the recent presidential election null and wmakes arrangements for another elec- tion General Huerta would be disposed to abide by this decision and submit to the people’s choice of a man who would occupy the presidency until the mutumn of 1916, There was still no indication here whether Huerta would make a formal reply to the communication. The nature of the memorandum is said to call for no other reply than compliance. He ‘will proceed with the program he has been following of reorganizing the Mexican congress and abiding by the findings of that body relative to the recent elections. NOT REQUESTED TO MEDIATE French Foreign Office Denies Pub- lished Report. 3 Paris, Nov. 7.—The French foreign office emphatically denied the report that General Huerta, provisional pres- ident of Mexico, has asked France to mediate in Mexico’s misunderstanding with the United States.
