Only the Official Representatives of | the Government and the Insurrec- tionists Permitted to Enter the En- closure—That Negotiations. May Be Prolonged Seems to Be the Generai Opinion. El Paso, Tex., May 5.—Negotiations to bring about a reign of peace in war- | torn Mexico have begun in earnest. The negotiations probably. will pro- gress with great deliberation because Judge Carbajal, the government com- missioner, will be compelled to hold frequent consultations with Mexico, City. The commissioners met in a 200-foot ring, roped and guarded to keep out the curious. Not even Gemeral Madero elder Francisco Madero and 'Semnor Pino Suarez, who represent the insur- rectos, were the sole occupants of the charmed circle. The site of the peace bonie}eficéi was not chosen for the convenience of | | | the newspaper men. It is on the Mex- ican side of the Rio Grande, midway between Juarez and the insurrecto camp. As General Navarro will not | allow the reporters to pass:through Juarez it is necessary to make the trip to the ring by way of a footbridge two miles beyond the meetihg place, which necessitates the retracing of two miles more on the Mexican side. || MANY DISORDERS REFOHTED Situation Declared Serious in Largel}| Section of Mexico. Mexico City, May 5—With food.!| prices soaring skyward because of the interruption of railway communica- tion and well authenticated reports reaching the capital that a force of more than 2,000 revolutionists is with- in striking distance it is admitted even by the most conservative govern-; ment officials that the outlook is ex-| tremely critical. ;' Much depends on the peace ¢onfer- of the Rio Grande, but unless an agreement is reached there within forty-eight hours it is feared it will be too late. Disorder of the most extreme type is reported from the states of Sonora, Guerrero, Durango, Coahuila, Puebla, Morelos and, in fact, in every state excepting the so called federal terri- tory and Caxaca and Chiapas. Armed bands are roaming over the country, pillaging and murdering where resistance is made. Most of these are repudiated by the actual leaders of the revolution, but their numbers are being augmented daily. It is these men who have committed most of the outrages on the foreigners and the fact that they have robbed French, Germans, British and Ameri- cans, as well as the natives, adds to the gravity of the situation. The forsign representatives here have demanded protection for their fellows from the Diaz government and, although many promises are made, the government is unable to keep them. It is unsafe, further, to weaken the local garrison here and other troops scattered through the country are compelled to concentrate their attention upholding the govern: | ment in the state capitals and cannot be utilized to chase the robbing bands. College Officials Call Him Foe to Christian Education. Chicago, May 5.—College officials are taking sides in the bitter fight opened on Andrew Carnegie at the an- nual banquet of the Alumni associa- tion of Loyola university. The position taken by the Laird of Skibo on educational matters aroused the Catholic educators. “Carnegie,” said Rev. Thomas V. Shannon, “has a well developed grouch against religion and it has been well said that he is the cruelest incarnation of anti-Christianity that you could pack into five feet;. and that, constructively at least, he is the bitterest foe of Christian education in the world.” He attacked the Carnegie founda- tion for superannuated teachers be- cause pedagogues in sectarian insetitu- tions are barred. Farm Colonies for Tl:amp-. 3 Albany, N. Y., May 5.—The use of abandoned farms owned by New York ptate as farm colonies for tramps and vagrants will be urged by Governor ||| Dix. Many unused farms have come into the possession of the stater through nonpayment of mortgages given to secure state loans at the time of the Civil war and a bill providing for their use as farm colonies for tramps will be introduced in the legis- lature.
