Oltielal Paper Village of Bemidii SUBSCRIPTION $5 PER YEAR A Comprehensive System. ACCORDING to County Survey- or M. D. Stoner, the new drain- age law, drafted by Senator A. D. Stephens of Cr kston, is the most comprehensive system of drainage ever yet enacted by any state. The law is the result of Sena: tor Stephens’ long texperience, consultation with drainage ex- perts and a sifting of what the past few years have taught as to drainage in the northwest. Out- side of the code itis the most comprehensive law passed by the legislature last winter. Its provisions cover nearly a page and a half in the law supplement and in point of length it consti- tutes one sixteenth of the win- ter’s legislation, In order to secure its correctness Senator Stephens engaged lawyers at his own expense under whose direction the provisions of the law were phrased. One of the most important and valuable feature’s of the law ac- cording to Mr. Stoner is that which provides that tax payers may petition for any ditch for which they see fit and that state land may be assessed for its con- struction the same as private land. The provision of the law does away in a measure with the necessity for demanding heavy appropriations from the state for drainage work and adequate appropriations it has been im- possible thus far to secure. Un- der the Stephens law it is prob- able that the state will pay more for drainage work in the next two yéars than it would have paid had the appropriation of $150,000 originally asked for, carried. The Public Library. IN A LITTLE more than a year the ladies of Bemidji have estab- lished and equipped a very re- spectable and useful public library. To do this has taken a great deal of work. A little more than a year ago Bemidji had nolibrary whatever; today it has a collec- tion of nearly 1500 volumes ina commodious and centrally locat- ed library room, open at stated hours three times each week and well maintained. To main- tain such an institution so tlat it shiall be of value to the gener 1 public is also a very considerat le t sk. This the ladies have done firayewand they plan to con- tinue doing it. But they cannot do it unless the people of Femidji help them. The business men ef the city have responded promptly and liberally and the people of the city generally should do the same. To raise funds for the support of the library a benefit concert will be given at the opera house next Tuesday evening. Every man, woman and child who have twenty-five cents should buy a ticket to that concert and. the at- tendance should be the biggest that the opera house has ever seen. A Creeping Death.
