As Important Heanine took place before Attorney General Miller yesterday afternoon relative to the power of the Secretary of the Treasury to sell and reinvest the proceeds of the bonds of the Pacific railroads now in the sinking fund of the Treasury. The Union Pacific road, which favors a construction of the law giving Secretary Windom the power to | sell the bonds and reinvest the money in bonds paying a higher rate of interest. was the ouly railroad represented at the hearing. The same question as to the power of the Secretary of" the Treasury came before Attorney General Garland, and he decided that the Secretary of the Treasury did not possess the power under the actin question to sell and reinvest the bonds of the Pacific railroads now in the sink ing fund of the Treasury. Attorney General Miller reserved his decision. COMPLAINS TO MINISTER PAUNCE- H FO An English Clergyman Who Claims to Have Been Maltreated in the South. Rev, T. M, Joiner of Holly Springs, N.C., has presented a petition to Sir Julian Pauncefote, the British minister, asking redress for injuries to himself and wife by mob violence at Holly | Springs. N.C., last mouth, He states that he is a British subject; that he and his wife were preaching to the negroes and teacling a negro | school, aud that for this offense their house | | was broken into by a masked mob, who fired a volley throxsh the door, wounding him, and then beat and generally maltreated his wife. He states that they had received several warn- to do so, and thut the masked mob appeared at 1o’clock in the morning, December 20. A vol- ley was fired an] Mr. Joiner received a bullet in his left arm above the elbow and a flesh | wound in his left hand.
