As Important Heanine took place before Attorney General Miller yesterday afternoon relative to the power of the Secretary of the Treasury to sell and reinvest the proceeds of the bonds of the Pacific railroads now in the sinking fund of the Treasury. The Union Pacific road, which favors a construction of the law giving Secretary Windom the power to | sell the bonds and reinvest the money in bonds paying a higher rate of interest. was the ouly railroad represented at the hearing. The same question as to the power of the Secretary of" the Treasury came before Attorney General Garland, and he decided that the Secretary of the Treasury did not possess the power under the actin question to sell and reinvest the bonds of the Pacific railroads now in the sink ing fund of the Treasury. Attorney General Miller reserved his decision. COMPLAINS TO MINISTER PAUNCE- H FO An English Clergyman Who Claims to Have Been Maltreated in the South. Rev, T. M, Joiner of Holly Springs, N.C., has presented a petition to Sir Julian Pauncefote, the British minister, asking redress for injuries to himself and wife by mob violence at Holly | Springs. N.C., last mouth, He states that he is a British subject; that he and his wife were preaching to the negroes and teacling a negro | school, aud that for this offense their house | | was broken into by a masked mob, who fired a volley throxsh the door, wounding him, and then beat and generally maltreated his wife. He states that they had received several warn- to do so, and thut the masked mob appeared at 1o’clock in the morning, December 20. A vol- ley was fired an] Mr. Joiner received a bullet in his left arm above the elbow and a flesh | wound in his left hand. New Yors, Jan. 4.—Dr. Paul Hoffman, as- sistant superintendent of schools, was taken to Bellevue hospital early this morning « raving maniac from the effects of an attack of la grippe, with which he has been suffering for several days. He occupied a rooj at the Alpine flats, at the corner of Broadway and 33d street. At 5 o'clock this morning the other tenants in the house were awakened by pistol shots in the hall, Hoffman was found with a pistol in his band about to fire again. He was soon afterward found by a policeman tourishing his revolver around in a reckless manner, He was arrested and placed in a cell. He had been shut up buta few minutes when he began yelling like mad. An ambulance was sent for and he was taken to the insane pavilion at Bellevue, where be is now confined a raving maniac. Dr, Hoffman was attacked wita the influenza four days ago and bas been un- able to sleep. It is the opinion of his friends that he must have taken some drug to induce sleep. which resulted in the loss of his reason. Dr. Hofman is the graduate of a German uni- versity. He was appointed assistant superin- tendent of public schools in 1882. A General Snow Storm and Severe Cold Reported from the West. Sacramento, Cat., Jan. 4.—Telegraphic re ports to the office of the Southern Pacific com- pany state that the fall of snow on the Sierra Nevada mountains on the line of the Central Pacitic railroad is unprecedented. At Summit there is sixteen feet on the level and twelve feet at Emigrant Gap, With the huge rotary plows the road has been successfully kept open for travel this winter. Eastern trains are now due for the past two days, but it is thought they will reack here tomorrow. MONTANA'S COLD, Heuexa, Monr., Jan, 4—Thursday night was the coldest so far this season in Montana, the thermometer going as low at some points as 35 degrees below. Des Morxes, Iowa, Jan. 4—At Moulton yes terday in a quarrel over ayoung woman a man named Messenger fatally stabbed another man named Henson in the side. Friends of the combatants rushed in and took up the quarrel and soon twenty-five persons, men and womer were engaged in a deadiy struggle. Knives ani pistols were freely brandished and clubs used. One man was laid out senseless and many others were terribly beaten cut ————— No Longer a Freeman. Lockport, N.Y¥., Jan, 4.—Police Justice C, H. Freeman of this city was arrested last night om the charge of defrauding Calvin Thompson, am old farmer of the town of Cambria, out of nearly £8,000. Thompson last June had two men arrested for taking his money. Later be found he bad mislaid it and the men were freed. Freeman led Thompson to believe the men would sue him andinduced him to settle for $1,500.
