Petersburg, Nov. 13.—In the du- ma a motion was made on behalf of the Constitutional Demaocratic party that a cormittee be appointed to draft & bill conferring equal civil rights on all Russian subjects. The Constitu. tlonal Democratic speakers argued that Russia could never become a legal state until the Jews enjoyed full rights of citizenship. Amid angry protests from the mem- bers M. Shingareff declared that the peasant jury at Kiev alone saved Rus. sla from shame and disgrace. Valdimer M. Purishevich, vice pres- ident of the Union of True Russians, and other opponents of the motion, argued that today less than ever should ‘such equal rights be granted, for any concession to the Jews would only provoke mischief, because the Jews control the law and the press. The motion was rejected by a vote of 162 to 92. Sailors Received by Pope. Rome, Nov. 13.—A large party of American bluejackets was recelved in private audience by Pope Pius. The men were conducted to the Vatican by Captain William J. Maxwell of the battleship Florida, and were present- ed to his holiness by Monsignor Thom- as F.
