Petersburg, Nov. 13.—In the du- ma a motion was made on behalf of the Constitutional Demaocratic party that a cormittee be appointed to draft & bill conferring equal civil rights on all Russian subjects. The Constitu. tlonal Democratic speakers argued that Russia could never become a legal state until the Jews enjoyed full rights of citizenship. Amid angry protests from the mem- bers M. Shingareff declared that the peasant jury at Kiev alone saved Rus. sla from shame and disgrace. Valdimer M. Purishevich, vice pres- ident of the Union of True Russians, and other opponents of the motion, argued that today less than ever should ‘such equal rights be granted, for any concession to the Jews would only provoke mischief, because the Jews control the law and the press. The motion was rejected by a vote of 162 to 92. Sailors Received by Pope. Rome, Nov. 13.—A large party of American bluejackets was recelved in private audience by Pope Pius. The men were conducted to the Vatican by Captain William J. Maxwell of the battleship Florida, and were present- ed to his holiness by Monsignor Thom- as F. Philadelphia, Nov. 13.—Eggs are selling as high as 75 cents a dozen in the local market. This is a record price for the season and was obtained for extra large specimens guaranteed to be not more than twenty-four hours old. Ordinary fresh eggs brought from G5 to 60. cents a dozen. Dairy and Food Commissioner Foust declar- ed that 90 por cent of the 10,000,000 dozen or more eggs in cold storage‘ here are April eggs and under the Jaw must be sold before Dec. 1. Cleveland, 0., Nov. 13.—With local trafic and communication with the outside world partially restored-after the city bad been almost completely Isolated for forty-eight hours Cleve- land faces a serious food famine, Because of the condition of the streets local wholesale grocers, pro- vision men and milk dealers have been unable to make deliveries. Street car traffic on most of the lines has been restored. The streets, however, are still blocked with snow and ice to a depth of from one to three feet. One-third of the city is still without telephone - communication and one- third also ‘is without light. The sub- urbs, such as Lakewood, are still iso- lated. Wires are still lylng in a tan- gled mass in the streets, the linemen of telegraph and telephone companies being forced to devote all their ener- gles to restoring communication to the outside world. A peculiar situation has arisen in that the city’s dead cannot be buried, the conditions of the streets making funerals impossible. Graves cannot be dug in the cemeteries. SR There is also danger of a possible flood should a sudden thaw set in. The mean snowfall was close to two feet and a sudden jump in tempera- ture would cause a disastrous thaw. The toll of deaths due directly to the storm number two, while hundreds of the city’s poor suffered untold mis- eries. Charitable organizations are swamped with appeals. Schools have been closed all week and school officials said no attempt would be made to open them until general conditions improve.
