There is, of course, much difference of individual opinion as to what thes exactions should consist of, but they must be de fined sooner or later, and public policy demands that some specific plan be at once adopted. This being the first State election for the current year, ite result bas been Jooked for with considerable iuterest, particularly im view of the recent political events at Washing- ton, The New Hampshire Democrats planted themselves squarely upon the platform of the Pre- mident's policy, and it was therefore generally ex- pected that they would at least make « substantial gulp upon the vote of last year ‘The result there- fore implies one of two things: either the efect of the rupture at Washington has not yet penetrated the mountains of New Hampshire, or else the rank and fle of the Republican party received but little damage from the recent veto explosion, Unjast Taxation. Tue United States Supreme Court have deciJed, a8 reported in yesterday's Sun, shat Savings Bauks are liable to pay ® monthly tax of ooe-twenty fourth of ove per cent, upon all moneys received, invested or loaned by them. An idea of the effeci of this decision may be obtained from the issue in the test question, which called forth the sald do- cimon. The Internal Revenue Commissioner as- @essed ® tax of $11,962 upon ao savings bank of this city, which was the estimated sum claimed by that officer to be due to the Government upon the Dusiness transacted by the said bank during the Period of five months. The bank instituted pro ceedings to prevent the collection of the tax, on tho ground that the law upon which the Gommis- sioner had ected was not intended to apply to Savings Benks, The decision of the Bupreme Court, however, shows that Savings Baaks cannot svoid this tax, which, it will be seen, Aggregates large eu Now while we do not pretend %& Questiva the correctness of this decision according © the literal interpretation of the law, we doubt if Congress ever intended the enactment to be con strued in thismanner, The Revenue law declares the, baukeand banking institutions shal! pay the @aid tax Upon their loans and deposits, and the de- eimon ol the dupreme Court declares that Savings Bauks come within the meaning of this act. But there is uo similarity between ordinary beauking institutions end Savings Banks, The latter are simp y agents which receive small sums of money tu trust, their deposits being invested for the bene- fit of depositors. The funds of the Savings Bauks ere made up of the accumulated earnings of the working classes, which earnings are deposited in very small sums, The burden of this tax will, of course, fall upon the working classes as pearly ali ether burdens of taxation ultimately do.
