ar THE NEW YORK SUN. WYONDAY MORNING, JAN, 22, 1866, Froe Saffrage tn the District of ( olambia — Injustice to the White Voters. T= passing the bi)! providing for negro sufirage 1) (he District of Columbia, the House of Repre- “vee have made themaelves amenable to three ccave harwes, First, that of degrading the prio ‘pla of popular elections, by enfranehising a class © "eu who are elmom invariably incapalie of voting intelligently. Becond, that of imposing ‘pow the people of the District of Columbia an in- uration which the ssid members of the House, with very rare exceptions, have not favored in reapect to their owm States. Third, that of disregarding the fundamental principle upon which all republican governments are founded—tbe right of the majority tw rule. The object of the electoral franchise is to afford an opportanity for the people to make wise and intel- gent choice of their rulers. It is true that there ere many white voters who are not competent to make an intelligent choica, but such cases are ex- ceptional ; and even if the proportion were much larger than it la, the fact would be no excuse fur giving the suffrage to a class who sre generally Incapable of forming correct con lutions upon Political questions, But the inconsistency o: the House in this matter is @ noticeable feature, Ooly ® few of the Northern States permit their negroes © vote, but here we flud the representatives of every Northern Biate voting to compel the people of the District to allow their colored citisens to vote. For example, the Republican representatives of New York voted solidly in favor of the bill in question, yet this State does not allow Soresir.cted negro suffrage, nor do its delegates in Congress publicly advocate such « policy, Mr, Barwonp, oa¢ of our most prominent members, voted to force this measure upon the District but eclther im his journal wor in his speeches have we ever found « word in favor of unqualified suffrage tm Now York, The action of the House upon this qWWestion, however, is most censurable because 0! ite otter disregard for the wishes of the people who are affocied by 1h At the recent elections in Wasbingion and Georgetown upon the ne- tro suffrage propositon, the vote was nearly Hoanimous against such policy, Congress, M course, has power to levislate as it pleases Pacerning the Distr ot, but the intent of the law ‘demands that it shall act tm socordance with the Wishes and interests of the people whe are con- cerned. In ite relations to the District, Congress ‘a simply » Legislature, and is ¢xXpected to sot the Fart of @ representative body, But in the case @lluded to, the House hee acied diametrically in ©pposition to the wishes of the people, and in dis- regard of their earnest protests. We are in favor ef qual.fied suffrage, without distinction of color, but we are opposed to enfran: hising @ mass of (gnorance, and we are still more opposed to imprs- tng such an evi) upon @ community of white voters who loudly protest against it French Pelicy tm Mexico. Twas is ® prospect that the future pol'cy of France with regard to Mexico will soon be devel- wped. By the foreign news published in this Worning's Bum, we observe that the French Legis wture have been summoned to assemble to-day, Tanuary 28d, and it ts stated that the opposition embers of that body have in caucus ‘Mecided to Birect their efforts chiefly to the Mexican question.” Phis means thet the enti. Administration party— we in this country would call them—have de- Germined to fight the Emperor's party in the Legislature upon Mexican Ground. The opposi- tion were strongly opposed to the Mexican scheme fm the first place, and have continued hostile to it ever since, At the last session of the Legislature, bey boldiy denounced it, and thelr influence upon te subject was so “trong that they very nearly @uceceded in passing @ resolution for the with- Grewal of the French troops from Mexico. The epposition are not only strong but influential, end be may be expected, therefore, that they will soon @ause the truth to be developed respecting the ro- tations between Narotsom and Maximiiian, fhe Freodmon’s Skill Essential to the South, The Soutbern journals are se geverally afflicted with «chronic disposition to rail againsi the freed Wen, and to insist upon supplanting them with hate laborers, that it is @ positive relief to find, Booasionally, « sensible suggestion from one of Shem, upon this subject. The Lynchburg (Va.), Mews, o new paper, which ts edited by an ex-rebel colonel, earnestly advocates freedmen's labor, and Gives the following as one of its reasons: one pPodpanins oe experience obtained by long bas boom “socompltebent the “difculties as just commenced, The curing and ‘epariug it f market, embrace many manlpulenoos which it ta ebeclutely Smpoedlble for Perso: ent with the business pln vo ig pois e quently the services of negroes whe have had a Uite-long experience in the business, are areatly to be Reomewwteel ey white persous who ore jant, . ie eiaveme as its proper cultiva The News cites the tobacco staple for the reason Abas it ie the chief agricultural product tm the neighborhood of Lynchburg, The same facts are dou! Alesse true in respect to cotton growing. The negroes understand the business thoroughly for they have been all their lives engeged init If they are to be supplanied at all 1) must be done by laborers purposely imported from Europe, for the whites whe are now in this country can ob- tain more remunerstive employment. White laborers would necessanly be totally ignorant of the work to be performed Upon the Southern plan- Motions, and while it ts true shat they might learn, 1h ie likewise true that learning requires time and st best the matter would be an experiment, [t is manifestly to the imterest of both the Planters and the f\eedmen, that the latter should fontinue in tielr old occupation If the Bouthern press generelly would adopt the plan of the Lynch. burg Naws, and try to ellay instead of Qgurevate the prejudices of their people, they would do their erection some good—ceriainly more than by aesail- bg the Government under the guise of berating he “Radicals.” es Hew te Settle the Fenian Treubles, Tax Fonian Senate, now in session in this city, bes sdopted » resolution Fequesting President RKomesre to lasue a call fore Congress of the organ- isotion, © be beld et Piteburg on the Dib of Vebruary.
