Capt S. S. Smith, ex-Confederate officer, is under ar- rest at Toronto on the charge of robbing an old man of $4,000 in United States bonds at Wind- tor, where Smith keeps a notel. The Herald's Montreal despatch says the ice bridges on the St. Lawrence, which ‘are being formed at all points, have led the commander of the schooner J. Michael to look after the safety of the forts. That Prescott had new guns mounted, and heavy Armstrong guns are being placed in battery at Quebec. Official news from Ei Paso, Mexico, up to the 23d of December inst., has been reeeived. The French marched in great force against the city of Chihuahua, and the Mexican Govern- ment had to abandon it. On the 9th President Juarez left Chihuahua with his Cabinet and his army, and came to El Paso. He got there on the i-th. The French occupied Chihuahua on the llth. The Mexican forces, under Goy- ernor Serravas, remain fifty miles from Chi- hwahna, annoying the French. President Juarez was very well received by the People at El Paso. The news from the interior was very good for the national canse. A singular robbery was committed in Chat- tanooga Inst week. Two men pretending to be detectives frem Columbus, Georgia, persuaded a lieutenant of the military guard to furnish them assistance, went tothe Cratchfield Honse, dragged several gentlemen ont of bed, carried them to the guard-nouse, plundered them of over two thousand doilars in money, watches, &c., and kept them locked up that night, and the next day started South, itis stated in St. Louis, upon reliable au- thority, that the Government has concluded to garrison the forts and protect the routes on the plains with colored troops, of whom at least three fuil regiments will shortly be de. spatched tothe Indian country. The inten- tion is to afford entire security to travellers and carayans, and put a final stop to the depre- dations to the savages. Report says that the steamer which has been fitting out in New York for some time has gone to sea asa Chilian privateer, to prey on Spanish commerce. Three gunboats are also said to be building for the Chilian Govern. ment. Communication between Charleston, S. C., and Columbia, by railroad, has been re- opened, and trains passed over yesterday for the first time since the advent of Sherman's army. One hundred and tifty thousand dollars’ wor.h of bonds of the Eaton and Hamilton railroad, held by the city of Cincinnati, was sold on Saturday for $100,00) cash. John A. Cook, late cashier of the Catskill (N Y.) National Bank, is reported to be a defaulter to the amount of $90,000. A fire in New York, Saturday night, de- stroyed $500,000 worth of property. Nrgro Suffrage Bill. From the New York Times, (Republican.)} The divisions which took place prior to the final vote involyed nothing, either affirmatory of this principle or otherwise. A respectable minority of the House certainly did hold to the opinion that it would be as well to have some qualification for the new class of voters; and a considerable number of the members saw that & postponement of the question for the ume would rather favor than prevent a satisfactory solution, Those who voted for a qualification were in no sense advocates of maintaining a distinction based upon color. Those who voted for postponement no doubt believed that the principle of the bill might be affirmed at a later date with quite as much advantage to the black people as at present. The majority that yoted down the proposition for qualification and postponement was made up partly of those who opposed the bill on principle, and of those who demand the universal enfranchisement of the negroes wi it apy comdition whatever. The extremes met on votes—as they might naturally be expected todo. The conservative Republican vote was consistent. The moderate men who haye always been ready to declare that the distinction of color should not of itself operate to deprive a citizen of the privilege of & voter, but who yet declared for qualified suff- rage or delay, in no way compromised them- selves in ultimately accepting the bill as it stood. They had never assailed its principles. They were willing to yield so far to the unan- imous decision of the white voters of the Dis- trict as to make eertain conditions in the prac- tical applications of the measure, or tailing that to ark time for deliberation. On both poiuts they suffered defeat. by reason of the unnatural and unholy alliance between radi- cals and regular opposition. The latter had their own tactics marked out, and they had a perfect right to use them, either for the purpose of ultimately uniting the Union yote—as they did—or for any other purpose. There is no triumph in the yote for either party. Least of all is there a triumph for the negro of the District of Columbia. Tha: indi- viaual was the immediate object of interest, no doubt. He and his relatives were in the galleries of the House in great strength; and the promoters of the bill were rewarded with several rounds of applause. So far, well. But there are not a few as sincere friends as the freedman has, or ever will haye, who see in this crowding of every conceivable and incon- ceivable species of legislation, ostensibly for the black man’s benefit, certain elements of evil. The howling and shouting for universal negro suffrage is justas sure to work a reac- tion against the poor emancipated slave as the most ordinary law of cause and effect. Re- Necting men see, with irrepressible pain, that the days of geographical, as against party di- visions proper in Oongress, have not ended with the war; and they see, also, that every such vote, instead of bringing the two classes at the South that are compelled to live together into harmonious social relations, has the very Opposite tendency. The sectionalism which led to the civil war had its origm just in these geographival divisions. The thing grew until there was scarcely the shadow ot a party di- viding line left, except the arbitrary one of territorial boundary. It is ay. two soon to bring about a revival of this fatal practice. by forcing some of the best Union men of Mary- jand, Missouri, Kentucky, and Western Vir- ginia back into the position of sectional repre- sentatives. For such men as Green Clay Smith, of Kentacky, and Phelps, of Maryland, there is simply left the alternative of voting with their section, or being politically damned by their constituents. There still remains a grievous nuisance to be complained of. and if there is no existing law to abate it, I hope one will be speedily enacted to correct the evil. I allade to those unsightly contrivances called sheds or awnings, with which our principal business streets and avenues are almeet completely coy- ered. In addition to what may be said about their unsightly appearance, they are a source of positive inconvenience to the many pedes- trians (especially the ladies) who throng our streets at this season of the year.
