THE } NEW YORK 8 UN, MONDAY MORNING, OCT. 2, 3 2, 1865, On the Night Road, A telegram from Jackson, the capita’ of M sate sippi, announces that Governor Snaucry bas fesued a proclamation to the effect that the civil courts, instead of the Freedmen's Bureau, are henceforth to bave cognizance of a]! cases involy- ing the rights of the freedmen, As thie transfer of juriediction virtually annule the authority of the said Bureau, end a it is eviden'iy intended for @ procedent in the other reclaimed States, ite im- portance i readily perceived, It appears from the brief dispatch announcing this action, that Colonel Taowas, Commiasioner of the Freedmen's Bureauin Mississippi, wae authorized by the Gov- ernment to propose to Governor Bnaukay this 4@ransfer of lege) jurisdiction, the only proviso Deing that no distinction should be made on ec- count of color; that is, the blacks should be antitled to the same legal rights as the whises.
