HARVEY PROPOSES 24 “HONOR MEN” RUN CITY WITHOUT PAY Alderman mn Charter To-day—J Would Name Tf Alderman ‘, Harvey of Flushing can have his way the Gov- ernment of the city will be largely influenced in the future by “honor men" to be chosen from the business and professional world to serve with- out compensation. Alderman Harvey will present to Comptroller Craig and other city of- ficlais to-day a copy of a proposed charter he has drawn up. It pro- vides that the Mayor, Borough Presi- @ents and Aldermen shall be elected for terms of four years, and the Comptroller for six years; that nomi- Rations shall be made without the intervention of political parties, and that candidates for re-election shall be distinguished upon the ballots from those who are running for the first time. The “honor men,"* under Alderman Harvey's plan, would be twenty-four in number, would be selected by the Hoard of Aldermen for terms of four years each, would participate with the Aldermen in supervising city de- partments and would be allowed to sit with the Board of Aldermen and take part in discussions without hay- ing the right to vote, Alderthan Harvey would have all Judges in City Courts appointed by the Governor “to hold their positions during good behavior.” He would have the Magistrates appointed by the Justices of the Supreme Court. pete Moai IN NEW YORK TO-DAY.
