Donc Secre tary of Tammany Hall, anc George J Gillespie has struck a snag which will prevent it from going ahead imme- diately with the expendit: re of $5.- 000,000 more on an additional con duit to supply Catskili water to the Borough of Richmond. This obstacle is provision % of chap- fer 4 of the laws of 1905. Although each of the three Commiss'oners of the Board of Water Supply draws a salary of $12,000 a year, yet appar- ently they did not know simple provision of the law. Evidently they believed that all they had to do ‘was to file coples of their plan with the Board of Estimate, obtain the ap- propriation and proceed with contract awards. An application for $5.527.300 was made on Jan. 28 of this year, and a few days later the Committee of the ‘Whole of the Board of Estimate rec- ommended the approval of plan and the authorization of $6,000,000 corporate stock, For some months after that there were unexplained de- lays in the final anthorization by the Board of Estimate. On May 5, how- ever, it finally approved the plan and adopted a resolution appropriating athe $5,000,000. Later ‘the question was raised by James Matthews, Assistant Secretary of the Foard of Estimate, as to ‘whether such an appropriation could be legally made. In a communication to the Corporation Counsel Mr. Matthews pointed out that no public hearing had been given by the Board of Estimate on the map or plan sub- mitted by the Board of Water Sup- ply and no public notice had been given in accordance with the provi- sions of the law. Acting Corporation Counsel George P. Nicholson in an opinion sustained Mr. Matthews, pointing out that the law of 1905 specifically, in such » case, requires previous notice to all persons interested and a public hear- ing on the subject. The Board of Estimate, accordingly, has determined upon a public hearing on Oct. 20, at 10.80 in the forenoon in room 18, City Hall. Only recently The Evening World published an article showing the superfluous nature of the Board of Water Supply, It was created in 1905 to supply Catskill water to New York City and finished this job in 1917, after many delays. Since then it has kept itself in office, at a big annual expense, notwithstanding the fact that the clty has another department, that of Water Supply, Gas and Electricity, costing the city nearly $9,000,000 a year and which could perform the functions of the Board of Water Sup- ly. Tuning his first campaign Mayor Hylan advocated the extinction of the Board of Water Supply. After his appointment, in 1918, of Luke J. O'Reilly, Willlam R. Hearst's poll- tical adviser, to be a commissioner of that board, he had nothing further to say on the subject.
