THE HAGUE, July 19 (Assoclated Press).—New proposals in connection with compensation for confiscated Property and payment of the Russian debt were advanced by the Russian delegation at a meeting to-day with the entire non-Russian commission of the conference on Russian affairs here. The Russians suggested an ar- rangement by which Russia would ndertake to negotiate directly with MMroretsners for the payment of com- pensation for confi with bondholder the Russian debt.
