The shortest headway re- quired under the Interborough ser- vice order during the same period of the day is three and cne-half minutes. In this respect the element of com petition in service is introduced be- tween the Brooklyn trains of the two systems. The West End und Sea Beach line, operating by way of the Manhattan Bridge on the express tracks of the this service Broadway-Fourth Avenue subway, will reduce the time between trains from seven and on f minutes to six minutes up to 10.30 A. M, and after 8 P. M. from Times Square. In the fall the six-minute interval will be required throughout the mid- dle of the day and throughout the evening. This will provide a three- minute interval on the express tracks between 36th Street, Brooklyn, and Times Square, via the Manhattan Bridge. “MOST INTENSIVE RAPID TRANSIT” IN CITY. The lines serving the Eastern Dis- trict, operated via the Broadway ele- vated tracks, are limited by the num- ber of trains that can be, operated over the single rail on the Williams- burg Bridge and the tracks of the Center Street loop. The present num- ber of trains scheduled through forty-two during the maximum morn- ing rush hours,and forty-eight dur- ing the maximum evening rush hours. This is the most intensive rapid transit service in the city, and the specifications of the commission's or- der naturally do got exceed these figures. It is the intention of the commis- sion to establish an all-day express service on the Broadway elevated line, via the third track. While the order does not require this at the present time, the railway company under- stands that this service must be in- augurated in the near future. The order requires the immediate exten- ston of the present express service from Jamaica, past Broadway and Myrtle Avenue to Chambers Street, up to 10 o'clock in the morning, and from Chambers Street to Jamaica af- ter 8 o'clock in the afternoon. The lines serving the southern por- ion of Brooklyn and those operating ween Flatbush, Fourth Avenue and DeKalb Avenue stations are limited by the total number of trains that n be operated through the Montague Street tunnel and over the Manhattan Bridge. The number of trains now operated past these controlling points during the rush hours is not the md mum that should be operated, cording either to theoretical or pr: cal standards. ‘The proposed order for two hours, or specifies increases, with the provision that maximum loads to be carried be limited to 200 per cent. on steel cars, that is, double seating pacity, and 150 per cent, on the sh ars. When the lith Street-E rn line is completed and in operation, the entire service will be changed radical- ly. A large part of the Centre Street loop traffic wil be diverted to 14th Street, and Canal Street will be re- stored to its proper function as a way station, Instead of serving, as it does at present under conditions of gross congestion, as a great inter- change centre. The extension of the Whitehall- Queens line to Prospect Park de- creases the interval by increasing the number of trains between Brooklyn and Monhattan from 16 to 24 per hour. NEW METAL SHEATHED CARS INCREASE SERVICE. The furnishing of the new steel cars ordered for use in the Centre Street loop will permit the operation of an all-steel car equipment. For the next few months, pending the receipt of the fifty new cars, the ex- isting available all-steel ‘s will be supplemented by 100 of the so-called metal sheathed cars, having a buse that is claimed to be as strong as @ steel car. The latter are of the con- vertible type, seating sixty passen- gers. In 1913, a few months after the signing of the dual subway con- tracts, the Public Service Commis- sion put the Centre Street loop lines into operation in order to afford im- mediate transit relief. To do this it wus necessary to use the then exist- ing wooden cars operated on the ele- vated lines—first, because the com- pany did not have the steel cars, and second, because the elevated lines in and around East New York had to be reconstructed to carry the heavier weight of the steel equipment and to provide proper switching and inter- change facilities. The last of this reconstruction work has but recently been finished. ‘The Centre Strect loop operation has been of tremendous service to a large section of Brooklyn, especially in view of the continuous delay in the constructigg and completion of the 14th Street line. ‘The present Transit Commission, the ‘Transit Construction Commissioner and the Public Service Commission all have desired to continue this service with- out interruption, but all have been concerned because of the risk in- volved in the continued use of wooden equipment. The loop situation differed, how- ever, materially from the usual :ub- way operation, for the reason that the loop itself is largely a terminal, with, consequently, a more complete control of train movements. This service, furthermore, was put under the st complete and exacting supervision and direction. The tran sit officials who in the past have di- rected it, continued to face the risk of criticism in order to keep up the maximum of service the public has required, This service has continued now nearly ten years, has carried millions of passengers, and has been without accident. ‘The existing schedules require 403 trains on the Broadway (Brooklyn) service operating into the Centre Street loop. Of these, approximately 250 are wooden the rest are steel. Under the order of the Com- mission all entirely wooden cars are ordered out of the loop. The new steel cars in u the B. R. T. have y of almost double that of the old type. The company !s therefore required immediately to purchase fifty new steel cars for 1 operation, and on their re ceipt they will be placed in the Centr Street loop operation and the 100 sheathed cars withdrawn. This will y from mark the final withdrawal other than complete steel car subway operation. The commission desired to order at this time sufficient cars to cover necds which it is foreseen will in tl near future. The financial entangle ments of the company, due to its be ing in the hands of p receiver, how ever, absolutely preclude the financ- ing at this time of a large capital outlay.
