naman tee re SREY 3 RICE ‘= Representative John J, Gorman: . HOW RELATIVES (Continued from First Page.) do not include this income in their Federal income tax reports. Tals enables them to escape paying the Government taxes on the money which they take without earning. But escaping taxation is not the primary ol t. It is to avoid making a sworn statement of accepting money to wl they are not entitled that causes them to be “gun shy” on this point. 5 Approximately 150 Representatives and Senators are involved in this grab, In the tabulation which is given below, an effort has been made to el! inate those relatives or other connections of members of Congr who nally perform work in the offices or render some service to justify tl being carried on the Federal! payrolls. The benefit of the doubt has given to many members whose wives or other members of their families render real service for the salaries paid. If all the relatives ‘on jthe Capitol payrolls were Included the length of the list would be prpbibitive for newspaper purposes. In the preparation of these articles it 1s not the purpose of The Evming World to criticise the amount allowed members of Congress for el hire. The object is to place before the country how many members are using money which the law intends shall be paid to @ person or per- sofas regularly employed by them for looking after the needs of their con- stituents. A feal secretary in a Congressman’s office earns all he or she ts paid. 7 is plenty of work to do. Neither the secretary nor the stenog- rapbers under the present allowance receives as much as do the secretaries fetenographers to Cabinet members and heads of the various Govern- ‘bureaus. In many Instances the secretary to a member of Congress is “whole works,” the member personally giving no attention to the a work, and coming to Washington only when there fs a vote on i ut measures on which he wishes to be recorded. This is particn- lath} true of a majority of the New York City members, who probably tend tl in the role of absentees. RELATIVES BAR EX-SERVICE MEN. dt is noted that many members of Congress who are besieged for r lons by well qualified ex-service men out of employment and who are ing these constituents that they have no jobs at their disposal, are inglided in the long list of those carrying relatives in sinecures. ‘The amount of money involved in this payroll grabbing is $290,364 @ annum. If a large number of relatives excluded from this tabulation ause they are alleged to be bona fide wage earners were included, the total would run much higher. It looks like a splendid field for “Hell and ja” Dawes and his pruning knife. \A few days ago the House voted down the resolution to stop the bonus of $240 a year to clerks. ; © Following are the names of some of those who have been engaged in practices.
