Mayor Hylan to-day gave hearing on Comptroller Craig's bill, Whieh alms to legalize the 1922 bud- get by distributing county charges over the city at Jarm: in order t keep the budget within the consti- tutional tax Mmit. If the Mayor #Mgns the Craig bill before March 1, when the 1922 tax rate must under the law become effective, New York City will have one tax rate of $2.74. If the Mayor doesn't sign there will be five tax rates, for each borough, as hitherto Stewart Browne, representing the ‘United Real Estate Owners’ Associa- tion, and Edward P. Doyle, represent- ing the New York Real Estate Board, appeared against the Craig bill. Browne said his organization was opposed to the measure for several Feasons. One was that he understood the Comptroller introduced without the consent or knowledge of the other members of the Board, the Mayor included. H ‘that the bill was unnecessary because, as he explained, under the mandamus proceedings obtained by him, the Board of Estimate and the Board of Aldermen have the right to reopen! the budget and make corrections up to March 1. There still is nothing to hinder the two boards from meeting right sway and restoring all mandatory iloms they extracted from the Bronx and Richmond County budgets, Mr Browne concluded.
