BORAH WILL NOT Reported to Have Declined the President's Invitation—No Slap at Lodge. WASHINGTON, Aug. 20.—Presi dent Harding has invited Senator Borah of Idaho to become one of the Administration ieaders in the Senate In this the President intended slap at Senator Lodge. He did in- tend, however, to get Borah, the most independent and influential of the Progressive group, to supplement Mr. Lodge's efforts to the end that there might be more complete harmony of action within G. O. P. ranks. The Administration apparently has been concerned for some time about the party leadership in Congress. The invitation to Borah was intended to swing him and the entire progressive group into line behind certain Ad- ministration plans yet to be devel- oped, as well as the tax and tariff measures now in the making. Borah | prefers independence of his own party's leadership. The President has been assured that the progres- sives are not out to knife him or his Administration.
