SR I EL LA AI A 4 i ¥ . y U. S. CABLE VIEWS WIN OVER FRANCE Change in Attitude Expected to Speed Decision on Former German Lines. WASHINGTON, Feb. 22.—Whpn the International Communications Con- ference meets Friday, the understand- toy te that the French delegates will line up behind the United States and Italy, France was sald to-day to have accepted in the main the views of the United States concerning quostions arising in the conference. ‘The failure of the French delega- tion to meet the American views large- ly hag been responsible for delay in reaching @ definite decision regarding the former German cables. The United States is insisting that the Istand of Yap shall be used by al] nations on terms of equality ass base for cable operations and com- munications. It was disclosed that the position of this Government in respect of Yap was taken in accord- ance with repeated reservations made by both President Wilson and Mr. Lansing at the Peace Conference, when they declared Yap should not be mandated to any country. These reservations are recorded, and this Government holds that the decision of May 7, granting to Japan a mandate for the former German islands north of the Equator in the Pacific could not have covered Yap on account of the reservations already made by the United States. _ tales “este TIERNAN AND HUGOT ARE FREED BY COURT Indictment in Staten Island “Whis- key Case” Is Quashed as Defective.
