From a political viewpoint, if for no other, there will be recommenda- tions in his message that Congress reduce the burden of taxes and also cut the cost of living. Of course it is unlikely that the Republicans, who President, since their own President will take office {n three months and call an extra session of Congress to adopt a legislative programme. The Democrats talk of wasted time Congress. the war, but he has by no means in- dicated that he would sanvtion the. kind of a tariff bill which the Repub- ltcans would put before him, G. 0.
