JWhen Governor Smith aMxed his signature to the Child Welfare bills \ yesterday New York State made the most progressive move taken in many years in the interest of dependent ‘obildren. ‘The ortginal Cihid Welfare law, commonly called the Widows’ Pension lew, which was so strongly cham- ploned by The Evening World, was Paaved in 1915. ‘The legislation being new, the meas- ure was made a permissive one and pertained strictty to allowances for _ @hildren whose fathers were dead. The new amendments contained in the Cotillo bill and signed by the Governor makes the measure manda- tory and therefore brings in twenty- two counties which have made no ap- propriations for the care of fatheriess and destitute children in the homes of their own mothers. » Not only are the appropriations now @ompulsory, but in the event that odunty and city authorities find them- |} selves without funds, they must raise the money by temporary loans.
