State officials learned to-day that ‘on the great fortune of tho late Henry Clay Frick the State of New York probably will get only a few thousand dollars in transfer tax. This in be- case Mr. Frick’s legal residence was ja Pennsylvania, and New York can collect from non-residents only on stocks or bonds of New York corpor- ations and on real and peryonal prop- erty here. Mr. Frick in understood not to have | ™ had much persona} property here out- side the contents of his home and his aré collection. If these are given to the city, as reported, they will be free from transfer tax as a charitable be- quest, according to State Comptroller ‘Travis, Mr. Frick’s largest publicly Known investments were in stock of + Jersey corporation, If Mr. Frick had any considerable sum of cash on de- posit here the State will try to collect on {t, though the question whether it could be done is yet to be decided in the Hetty Green case, It is expected the will will be fled in @ few days, probably in Pittsbargh, where he. claimed legal residence and voted. Mgr. lavelle said he had fearned that Russians sometimes were met at the dock here and told that this |Government was as bad a that of | Russia, He added that any foreigner ignorant of the English language 1s “not a desirable citizen.” Mer. WASHINGTON, D.C., Dec. 4—The Mexican border is patrolled every day by Army Air Service pilots and observers. Fifteen squadrons of eighteen planes each, with the usual number of reserve machines, com- prise the Alr Service equipment for border patrol duty. The aggregate military forees on the border approximate %,000 officers and men, with all mecessary modern equipment, While this number of men could not patrol every foot of the 1,900-mile border line every day, as- sisted by the Air Bervice this task is actually accomplished daily. ‘The activities of the Air Service in the absence of actual hostilities, of course, are confined to purely obser- vatioa work. The organized groups, however, include scout and bombing squadrons, All planes on border patrol are fully equipped for service. While they are not of very recent manufacture, of- ficials say they are quite adequate for any task that may develop there. Mexico has only a few planes, vir- tually all of which are light training mechines which would be helpless in an encounter with the powerful American alreraft. Benedict Crowell, Acting Secretary ot War, will appear to-day before 4 sub-committee of the House Com- mittee on Military Affairs, of which Representative La Guardia of New York is Chat . to urge the prompt ansage of legislation appropriating 5,000,000 for the purchase of new planes and equipment for the Air Ser- vice. Service would be in position to go ahead with the plans that have been held in abeyance for moni delay in which hag seriously impaired flying efficiency. Mr. La Guardia intimated that he favors the passage of this legislation, provided it specifies exactly how the money shall be spent.
