UNIVERSAL ARMY TRAINING IS URGED “INBAKER'S REPORT Secretary Would a Forces So as to Preserve Ef- 4 ficiency Gained in War. ‘WASHINGTON, Dec. 1— Secre- tary of War Baker, in his annual re- Port, just made public, suggests @ permanent military policy with these salient features: 1 Reorganization of the War De- partment to preserve the efficiency @eveloped in the war, 2 Reorganization of the army on the principle of universal training, the officers to constitute a permanent @orps of experts, and the men to be provided with educational and social training to fit them for success on returning to civil life, %& Maintenance of an army big enough to be a nucleus for any great mébdilivation that may be necessary. ‘The Secretary opposes an independ- emt alr service, advocates Govern- ment support of the airplane industry, resommends changes in the system | of military justice, advocates better education for officers, draws various lessons from the war, and recounts @ifferent phases of the American military effort before and after the armistice.
