It is contended that the United States is still one of the Allied and Associated Powers, and that the postponement of fina) action on the } treaty does not change its relation to { Germany. ‘The sudden departure of the com- [4 mission headed by Herr von Simson, } delegated by the German Government te sign for Germany the protocol guaranteeing enforcement of the peace treaty and to exchange ratifi- | cations of the document, is regarded \\im American peace delegation circles - having close connection with the } failure to ratify the treaty. } The American opinion does not | agree with the majority of French eriticlsms that the Germans are using the failure of the Senate to |matify the treaty as a pretext for 4 os fulfilment of the peace terms.
