rm OF SENATORS “DNLEAGUEPOINTS TO CLOSE BATTLE Republican Leaders Sure They Can Block Plan in Its Present Form. WASHINGTON, May 1 — Re publican leaders in the Senate to-day etm sufficient votes to prevent ratification of the revised League of Nations covenant as it stands. They have carefully counted noses and in sist that at least thirty-four Re- Piican Senators will stand to the last ditch against the modified con- stitution unless it be further pmended. Those slated to remain “put are Senators Lodge, Cards, Frelinghuy fen, Brandeges, Knox, Dillingham, Penrose, Harding, Fernald, Hale Qammins, Watson, New, Lenroot, Borah, Mones, Keyes, Johnson of Galifornia, Fall, Poindexter, Sherman, McCormick, France, McLean, Suther- jan4, Page, Wadsworth, Calder, Fl kins, Newberry, Warren, Edge, Ball and Gronna. Five are admitted to be in favor of the covenant beyond hope of conver. sion. Those are: Senators McCum- Wer, Norris, McNary, Nelson and Goi. These ten Senators are classified as doubtful: La Follette, Kellogg, Smoot, Gapper, Jones of Washington, Ken- yon, Spencer, Townsend, Sterling and Phipps. The Repubtican leaders figure on the assistance of five or six Demo- rats, such an Senators Reed and Thomas, in preventing ratification. Only thirty-three votes are necessary to defeat a resolution of approval. | It ts stoutly claimed by Republican Weaders that when the erttical moment arrives not more than four of the thirty-nine who signed the “round robin” will desert their previous at- titude and support ratification. ‘The matter of amendment is caus- ing serious concern. It requires only forty-nine Senators, or a bare ma- jority, to amend or prevent amend- ment, whereas sixty-four votes aro necessary for ratification. The thirty- four “last ditch” Republicans would need the assistance of fifteen of their fAmsociates to adopt such amendments fm are considered by them essential for improving the League covenant.
