TELS WY RYLAN NAY HAVE DENED ENLISTMENT PLEA " Mayor’s Secretary Says City Employes Are Eager to Join the War Service. City entering the @rmy, navy and other branches of employes are the service in such large numbers that Mayor Hylan believes the mu- Metpal government may be sertously ) crippled if it continues. Applications for permission to enlist are pouring fn on the Mayor at the rate of nearly twenty a day, it was announced at the City Hall to-day. Asa result the various department heads are being asked to take part in a general sur- vey of the situation. This is one of the reasons given for the Mayor's action in failing to cer- tity to a certain number of applica- tions for enlistment. Speaking for the Mayor, Grover A, Whalen, his Secretary, explains the conditions in city departments brought about ty the war as follows: “At least 600 men have left the fire © @epartment and at least 600 more have left the police department since tite entrance of the United States into the war.
