(Special From a Staff Correspondent.) WASHINGTON, Dec, 13.—William Barnes of New York is seeking to dominate the fortunes of the Repub- lican party. He will attend the meet- ing of the Republican National Com- mittee to-morrow. Mr. Barnes has two plans of campaign which he will neck to have adopted. Tho first plan calle for holding the Republican National Convention ahead of the Democratic Convention instead of following the precedent that the opposition waits for the party in power to show its hand first, The second plan is for the adoption of an aggressive, definite Republican policy in opposition to the Democratio Administration and attack all along the line.
