Professional Prohibitionists know that it is easier to excite feeling than to awaken thought. Because of that, they do not reason or argue— they assert they appeal to prejudice, to passion and to the unthinking mind. This is direetly contra- dicted by Mr. Thomas Speed Mosby, member of the American Institute | of Law and Criminology and former Pardon Attorney of Missouri, who, in a thoughtful treatise on ‘‘Alcoholism and Crime,” says: “That state- | ment is absolutely untrue of any State in the Union, nor is it true of the United States, nor of any foreign nation. Penal statistics indicate that i | from 20 to 50 per cent. of the inmates of American State prisons have been addicted in some degree to the use of alcoholic beverages, but in all my professional reading and official experience I have never learned f of any penitentiary containing a total inebriate population of as much | as 20 per cent.” ‘The Illogical Prohibitionist. Smooth-tongued Prohibitionists declare that our penitentiaries house many victims of intemperance. If this is an argument FOR Prohibition, we might say that a greater percentage of prisoners are men of temperate habits and present that as an argument AGAINST Prohibition. For it is just as rational to attack the Prohibitionists because a sober man commits a crime as it is to attack the custom of drinking because an inebriate commits a similar crime. The illogical ‘dry’ advocate continually associates drink and crime in a misleading mize, yet how few notorious criminals have been known to be drunkards. These “crime statisticians” forget that mill- ions of men have uscd alcoholic beverages in moderation without the slightest taint of criminality being developed in them or their pos- terity. But most notorious crooks have led abstemious lives! | Reason will have you decide only one way. | Reason will lead to another thought—attempt to deprive a person of one thing, and you cause him to seek another. Thousands of men and women who have been legislated out of an inherent privilege—the right to drink—have been driven to use habit-forming drugs, According to figures of the American Pharmaceutical Association the Cocaine imports from 1898 to 1902 inclusive were valued at $83,214; from 1903 to 1907 inclusive they increased to $1,616,690. And bear this in mind—PROHIBITION has made its greatest strides during the period of this great increase. Cocaine in the United States is 200,000 ounces, of which 92% is used illegally. To-day the commerce in Cocaine, Morphine, Heroin and Opium in the United States is greater than in China. And experts tell us that Cocaine produces more criminals than any other single .\'!. You cannot raise the standard of morality by legislation. No statute can possibly become effective unless it has the full indorsement of the people. The intelligent voters of this great State justly believe in their right to enjoy the privilege of eating and drinking what they choose, Prohibitory statutes will no more change them than they have changed the people of Maine, Kansas and other States where such measures have been enacted.
