Comptroller Blames Shortage on Alleged Apathy of Board and Teachers, By Sophie Irene Loeb. | Mayor Mitchel not only vetoed the “Sightseeing Car Ordinance” yester- day, but issued a strong statement to the Board of Aldermen which will no doubt prove effective in any future attempts to block the free use of streets by private monopolies. The Mayor pointed out the danger of any such legislation and also the importance of carrying out the pro- visions of the present Public Hack Ordinance, for which The Evening World carried on « long campaign, the ordinance now having stood the test of the courts and proved its value to the public. ‘The statement is regarded as sig- nificant in its warning to “vested in- terests” that a strict free-for-all use of the public streets is to be main- tained. After returning the ordinance with his disapproval, the Mayor said: Fifteen hundred retired choot teachers will get less than 60 per cent. of their pension money this month, and not more than 55 per cent. of the remular ullowance for the rest of this year, with the prospect of recelving lesa and less as time goes on, The School Teachers’ Pension Fund is bankrupt. Comptroller Prendergast, in making this announcement, in addition made public at the same time a history of the efforts that have been made to save the fund. The depletion of it is neither sudden nor unexpected, but efforts to save it have invariably led to opposition to the measures pro- posed, according to the Comptroller. In the statement dealing with the matter is the following paragraph: “The responsibility for the present condition of the fund and the predic- ament in which the pensioners will disposition to approach the subject in any comprehensive and vigorous way, while the teachers through their or- ganizations have opposed every change which involved the least ad- ditional financial burden on their part.” The retired teachers’ monthly pen- sion payroll, it is stated, is about $98,- 000, There is availapie at the present time $68,000, so the shortage is $40,- 000.
