Ever since then the navy head has been turning the subject over in his mind and finally, having fully matured his plans, he wrote concerning them to the candidate he had chosen as the central figure of the bureau. “One of the imperative needs of the navy,” he said, “is machinery and facilities for utilizing the natural in- ventive genius of Americans to meet the new conditions of warfare, as shown abroad, and it is my inten- tion to establish a department of in- vention and development to which all ideas and suggestions. either from the service or from civilian inventors, can be referred for determination as to whether they contain practical sug- gestions for us to take up and per- fect.” “What we want to do in this mat- ter,” the Secretary continued, “is to appeal to the American inventive genius to work for the navy and to study what we ought to do, We want them to give us the best that they can. Already, since this war began, much has been done with our own resources, What has been done in the last three months has not yet ap- peared, and work that is going on under supervision of our own experts and engineerg will continue. “But the idea of the Advisory Board will be to extend into the realms of the unknown in naval con- struction and possibilities of naval warfare. We want the advice of ge- nius as to new lines. No one to-day is able to tell what such advice may bring forth, We cannot tell to-day what kind of a battleship we should have three years hence. “For the first time in twenty years we have had an opportunity to test the kind of ships and ammunition that we have in actual naval warfare, Already we are putting guns on sub- marines and Admiral Taylor is at work on the subject of protection against submarines, I believe there » | will be as much revolution in naval construction in the future as there has been since the Monitor. The proposed board is one of those things that must grow and work out its own development.” Although mention of the bureau is not a new thing, the fact that Secre- tary Daniels had made so much prog- ress with it came as a surprise, It was understood, Edison having ac- cepted, that he and Daniels would hold a conference shortly and the scheme's oxecution would be hastened as much as possible. It has been no secret for months that the Secretary considered the European struggle had upset all previous ideas of naval construction and methods. He has freely ex- pressed the view that a point has been reached where the virtual re- building of all navies is necessary. For this reason, it is known the Secretary deemed the application of tremendous inventive genius to the problems his department faced of the most urgent importance. Why he did not consider naval officers them- selves equal to meeting these prob- lems he made clear in his letter’ to Edison, “Our naval officers, particularly those at sea,” he said, “are in a posl- tion to note where improvements are needed and to devise ways in which these improvements can be made. They have, however, neither the time nor the special training, nor in many cases the natural inventive turn of mind needed to put these ideas into definite shape.” To a complaint common among tn- ventors who offer their devices to the Government—offictal indifference to what are sometimes really great ideas—the Secretary pleaded guilty. “We receive many suggestions,” said his letter to Edison, “but our only way of handling them ts to leave them to various bureaus already overcrowded with routine work, and it Is not always possible to give the | necessary attention to propositions | that are not so definitely worked out | as to make them immediately avail- | able for the service.
