While 1 cannot speak of this work with much degree of certainty, I am of the opinion that tt will be in such shape that boats will be able to go through are now interfering with completion of this portion of the canal. — The courts have acted upon some of the questions involved, but have not answered all of the questions raised by the Attorney-General in regard to these crossings, #o that It has not as yet been possible to prepare agree- ments for completion of the work on the canal where these crossings occur, It is impossible, therefore, at the present time to give any definite date as to when the work can be com- pleted on this portion of the canal.
