He balked at the word bribery and modified it by saying that it went te “persone with infiuence.”. This ts the outline of the story told by Mr. Melles, When Oakicsigh ‘Thorne bought up control of the ‘Weatchester road for New Haven he 4id not get ia all the stock. There remained @ considerable minority in- terest outstanding. In June, 1908, the New Haven di- rectors ‘placed in Mr. Melien'’s name $,000 shares of New Haven atook, having market value then of $1,200,- 000, Mellen arranged with Inspector Byrnes to do two things: Bring in the outatanding Westchester stock, for whieh Mellen would pay one share of New Haven for three shares of Wesat- chester, and also, what was of more importance, Byrnes was to get the Weatoheater franchise amended in a number of details. For a large part of the stock there was straightout exchange made, the Westchester holders taking good New Haven stock three for one, but always care- ful to have the records and transfer made in names of dummies, Ralph Polk Buell, clerk in West- cheater road office, was a favorite dummy. There were other transe- tlons, however, where over cautious dealers wanted nothing to do with the stock. In those cases Mellen worked two plans. He would eell the New Haven etock, get the money, draw a check payable to himeelf, cash it and hand over the proceeds to the man who presented the West- chester shares, In a number of cases, when eteck wes presented he. would mive @ due bill which stated simply that the bearer wae entitled to a cer- tain number of shares of New Haven stock and signed Charles 8. Mellen, ‘These would be paid on presentation, LAST PAYMENT LAST MARCH TO AN UNKNOWN, ‘The mysterious due bille are sup- posed to have been handed about as rewards for influence. Mr. Mellen said he had redeemed in cash about $150,000 of these due bills and there are stil! outstanding about $80,000 worth which he hopes wil! not turn up before being outlawed next year. ‘Who holds them he does not know and who got the cash he does not know, because they were paid with- owt question to bearer om presenta- tion. ‘The last payment was on March 7 of this year when an unknown man catied on Mr. Mellen at the Vander- bilt Hotel and handed out one of the due bills calling for payment of $10,- 450, Here js the way Mellen told the | story of this presentetion and others that preceded it: “I did not know the man. He look- ed like an East Sider, They ali did for that matter, The bill was in usual form and the signature was mine. Do you want New Haven stock? I asked, No, was the blunt reply, Want a check, mo, cash? Yes. Large or small bills? Small bills, they all wanted small bills." DEVIL OR ANYBODY SATISFAC- TORY TO HIM, le eocret of his Ruy eMelate for better terme in estohester franchise. He weuld net give up even for the Westchester exchange ef oteck unless the amendments went with it.
