Francts, proprietor of the Troy Times, and late Ambassador to Austria-Hun- ery, died early to-day. Charles Spencer Francis was equally ‘well known as a diplomat, a newspaper man and an athlete, His diplomatic experience began with three years resi- dence at Athens, where he was secre- tary to his father, then United States Minister to Greece. From 1900 to 1902 Mr, Francis was Envoy Extraordinary and Minister Plenipotentiary to Greece, Roumania and Servia. From 1906 to 1910 he was Am- baseador to Austria-Hungary. Both of these posts were previously held by his father, Mr. Francis was born in Troy June 17, 1858, the son of John Morgan and Harriet E. Tucker Francis. He pre- pared for college in Troy Academy and was graduated from Cornell University | in 1877. At college he repeatedly won. the Single scull and long distance run- ning championships, and in 1876 on Saratoga Lake he won the tntercol- | Jegiate single scull champtonship, mak- | ng a world's record for two miles, which still stands, | Mr. Francis married Alice, daughter| of the late Prof. Evan Evans of Cor- nell, in 1878. His widow and five chtt-| dren survive him. After leaving college he entered the office of the Troy Times which his father founded in 181, and worked up through the various grades as compositor, reporter, city editor and manager. ‘He became equal partner with his father in 1887 and upon his father's death in 1897 succeerer to the editorial direction and aole ownership. | Mr Francis was a prominent Republi- can, He was twice elected regent of the University of the State of New York. He belonged to a number of clubs and socleties, was twice elected alumni trustee of Cornell and was a/ member of the Zeta Psi Fraternity. He | was Vice-President of the New York Scenic and Historic Preservation So- clety and a director in the Troy Trust, Company and Albany Trust Company. Mr. Francis had been suffering from an affection of the seart for several months, and there were Indications of Bright's disease. He was prostrated mont of the time for a period of three @or more before his death, Occa- jonally his strength permitted him to ride out with his physician, but In the main he was regarded as in w serious condition, with the understanding gua- eral among his intimate friends that he had Ittle chance of recovery.
