It has been the object of Interborough Rapid Transit Company to connect the various boroughs of the city, with the least possible delay and in the most satisfactory, convenient and practical manner, To that end it has undertaken to expend eight million dollars ($8, of its own money in building Manhattan-Brooklyn extension of the Subway It has recently become Interested in the so-called einwey Franchise” for a tunnel under the East River connecting Manhattan and Queens at 42d street This franchise was granted to the New York and Long Island Railroad Company by the Board of Aldermen in December, 1890, and by the Common Council of Long Island City in October, 1891, Shortly after work was com- menced a disastrous accident occurred, which resulted in its suspension, During the fifteen years which nave elapsed, great improvement in tunnel construction has been made and competent engineers now advise a modifica- tion of the original plans so that in the public interest a grade could be adopted which will enable a practical connection to be made with the Manhattan Subway system and the Queens County surface lines, In order to facilitate these changes, Bills have been introduced and are now pending in the Legislature, which rival interests have indicated as “Grab Bills," seeking thus to give the impression that an effort was being made to procure franchises without the consent of the City authorities and without making compensation, As above stated, the City authorities have given their consent for this tunnel railroad which will serve a great public purpose and has made provisions in the ordinance granting its consent tor the payment to the City of a percentage of the gross receipts in compensation for tlfe franchise granted. The original charter line of the company embraced rights which the City authorities have not consented to, and ove of the pending Bills would enable them to abandon this unconstructed route; while another Bill authorizes amendments to cure technical omissions and defects. The passage of all these bills Is believed to be in the public interest and peculiarly to the advantage of the property owners above described, whose interest it is to promote the development of transit facilities between the large and neglected Borough of Queens and the more densely populated por- tions of the City. For the city at large It will create a new and heavy taxpayer in the New York and Long Island Railroad Company and many new and additional tax- payers In the Borough of Queens, whose growth will be enormously in- creased by this proposed transit facility.
